We do not just know the DHA rules. We hold the licence.

Marketing technology and revenue operations for clinics in the UAE, Saudi Arabia and Qatar. The Dubai clinic we run growth for operates on a Dubai Health Authority licence our founder secured himself, which is a different thing from having read the advertising guidance.

Can a foreign firm run marketing for a DHA-licensed clinic in Dubai?

Yes, provided the advertising itself complies with Dubai Health Authority rules and formal approvals stay with the licensed entity. DHA governs how healthcare is advertised in Dubai: what may be claimed, how before and after imagery may be used, how practitioner credentials are presented, and what consent language is required. Those rules apply to the clinic regardless of who produces the work, so the practical requirement is that an external partner builds to them before publication rather than seeking forgiveness afterwards. The measurement layer itself, meaning tracking, CRM configuration, lead routing and attribution, is not language or jurisdiction specific. Arabic creative and locally sensitive content are usually better produced in market. The 3am Ideas runs growth for a Dubai clinic operating on a DHA licence its founder took through the application process personally, which is a different position from having read the advertising guidance.

Why an operator rather than an agency

Four things we can say that most cannot.

01

We hold a DHA licence, we did not read about one

The Dubai clinic we run growth for operates on a Dubai Health Authority licence our founder personally took through the process. Every agency in this market sells knowledge of DHA advertising rules. Very few have sat on the other side of the application.

02

A clinic in the market, not a case study about it

Assure operates in Dubai alongside eleven other markets. When we talk about what converts in the Gulf, it is because we are running it this quarter, not because we ran a campaign here once.

03

Medical tourism is a measurement problem

Dubai competes for patients who fly in. That journey crosses devices, countries and months, which is exactly where standard attribution gives up and reports the booking as direct traffic.

04

The gap here is the same gap everywhere

Every healthcare marketing agency in the Gulf sells more patients. Almost none can tie a dirham of spend to a completed treatment. That is the work we do, and the compliance layer sits on top of it rather than instead of it.

Questions we get from Gulf clinics

Asked and answered, including the awkward one.

Do you handle DHA and MOH advertising compliance?

We build to it. Claims, before and after imagery, practitioner credentials and consent language are reviewed against DHA advertising rules before anything is published, because our own clinic operates under that licence. For formal approvals we work alongside your PRO or compliance officer rather than replacing them.

Do you work in Arabic?

Not natively, and we would rather say so than promise it. Our work is the measurement layer: tracking, CRM, routing, attribution and paid media structure, which is language independent. Arabic content and creative are produced with a local partner or your in-house team, and we brief and measure it.

Is your team based in the Gulf?

We are remote, with a clinic operation on the ground in Dubai. Most of what we do is systems work that does not require a desk in the same building. If a project genuinely needs presence, we say so before it starts.

Can you work with medical tourism patients?

It is one of the reasons practices call us. Cross-border journeys break normal tracking because the research, the enquiry and the treatment happen in different countries and often months apart. Fixing that is a specific piece of work rather than a setting to switch on.

Which Gulf markets do you cover?

The UAE first, then Saudi Arabia and Qatar. Kuwait, Oman and Bahrain we take case by case, because the search volumes there are small enough that paid and referral usually matter more than organic.
